1. AMENDMENTS TO PART 61
The SACAA has published a long list of amendments to Part 61. These have been published as a General Exemption which has the effect of making the amendments effective immediately. In the main the amendments are of a textual nature but there are some changes in requirements. Three examples of changes that have been introduced are:
Holding a CPL will be a requirement for entering the ATP exams. The SACAA has in another notice indicated that this amendment will come into effect on 1 February 2010. Candidates with at least one ATP credit will be able to continue and complete the ATP exams.
It is now possible to obtain a 30 day extension to any pilots license "only in exceptional circumstances".
Remedial training is now required in the case of a unsuccessful skills test or revalidation check with an instructor other than the one performing the test.

2. RESTRICTED AIR SPACE - CAPE TOWN
Important restrictions in the airspace around Cape Town have been introduced for the period 29 November to 6 December 2009. These restrictions are in place during the World Cup Final Draw. In the main there will be a requirement for SAAF screening for any flight within 50 nautical miles of CTV VOR. These restrictions exclude scheduled flights. All aircraft flying in that area will have to be transponder equipped. There will be concessions for microlights and ultralights.
There are also two specific restricted areas which may not be entered without prior permission. Full details of the restrictions,procedures and a chart have been attached.

3. PROPOSAL TO AMEND RADIO PROCEDURES
A document containing proposals for amending the procedures with regard to radio failure was reported on in the AWSA newsletter of 5 October 2009.
Based on feedback received the document has been amended and re-issued by the Standing Committee on Regulation Re-Write (SCORR). It is intended that this document eventually be issued as an amendment to Part 91.06.16 attached.

4. CERTIFICATES OF AIRWORTHINESS
A catch 22 situation had developed with regard to the issue of Certificates of Airworthiness (CofA). In order to renew a CofA an owner had to submit a valid Release to Service (RTS). An AMO could not issue the RTS unless the aircraft had a valid CofA.
In addition the CAA was requiring inspections of aircraft that had a lapsed CofA at a fee of R3 500.
CAA has issued a Maintenance Advisory Notice that resolves these issues. A copy of the Notice is attached below.
